What is the UK Core Skills Training Framework?

The Skills for Health (SfH) UK Core Skills Training Framework (CSTF) was developed to provide a national standard for healthcare staff education and training. The CSTF is recognised across the healthcare sectors, as well as by NHS England, NHS Employers, healthcare professional bodies such as the British Medical Association (BMA) and the Nursing and Midwifery Council (NMC), and by regulators, such as the Care Quality Commission (CQC) in England.

Core Skills Training Framework (CSTF) Statutory/Mandatory Subjects

UK Core Skills Training Framework Statutory/Mandatory Training Courses

Clinical/Care subjects Core Skills Training Framework

The CSTF has since been extended to include clinical and care subjects. The clinical and care subjects in the framework currently include:

  • your healthcare career
  • duty of care
  • person-centred care
  • communication
  • consent
  • privacy and dignity
  • fluids and nutrition
  • dementia awareness
  • blood component transfusion.

Is the CSTF applicable in primary care settings?

The Skills for Health CSTF can be used by any healthcare employer in the UK, including primary care providers such as general practices. The CSTF now provides the basis for most healthcare providers’ training policies with respect to statutory and mandatory training, especially for subjects such as:

  • manual handling/moving and handling
  • infection prevention and control
  • fire safety training
  • Resuscitation/basic life support.

The Core Skills Training Framework clarifies the standards of training that all healthcare organisations should be attaining.

CSTF aligned e-learning courses for healthcare professionals

The Mandatory Compliance Group has developed a suite of eLearning courses for healthcare and social care providers. These online training courses are designed for specific groups of health and social care professionals to enable them to complete the statutory and mandatory training courses that fully comply with the Core Skills Training Framework.

We have also developed CSTF aligned statutory and mandatory training courses for primary care organisations such as general practice staff (both clinical and non-clinical mandatory training courses).

The Mandatory Compliance Group’s CSTF aligned e-learning courses provide a cost-effective, quality assured and easy to use essential training solution. In addition, we are a National Skills Academy for Health national (UK-wode) training delivery partner.

What are the benefits of the CSTF aligned online training portal

The Mandatory Training Group worked with LearnPac Systems to develop the CARE Learning Management System (CARE LMS). Our CARE LMS  allows the tracking of progress, test results, assessments and certification by line managers for internal development purposes and as a self-service reporting tool that is useful for compliance managers.

These online training records can be used during regulatory inspections to provide assurance to the Care Quality Commission (CQC) inspectors that any required standards of training are being met. For example, in England, this includes training requirements under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 regulated by the CQC. In addition, all our health and social care statutory and mandatory training courses are accredited by the UK CPD Certification Service.

Applying the CSTF in primary care settings

The Mandatory Training Group has worked with many primary care employers to develop and implement CSTF aligned statutory and mandatory training programs. We have supported many organisations including NHS Clinical Commissioning Groups (CCGs), general practices, dental surgeries and private healthcare providers to meet the CQC compliance requirements. We work with organisations to tailor training programs to suit local requirements while achieving the standards set out in the Core Skills Training Framework.

What are the advantages of adopting the Skills for Health CSTF?

One of the main advantages of adopting the CSTF is that organisations can save money and time because statutory and mandatory training is easily transferable between different healthcare organisations.

Essentially healthcare professionals can move from organisation to organisation with their training records intact. all healthcare employers will also have the additional confidence and assurance that common standards for statutory and mandatory training are being used. This saves healthcare staff and organisations from wasting time and money in repeating training unnecessarily.

Mapping statutory/mandatory training to the CSTF

Healthcare providers who have mapped their in-house training to the CSTF are eligible to submit a Declaration of Alignment, confirming which of their training programmes are aligned to the framework subjects. For each of the Core Skills Training Framework subject, detailed learning outcomes, standards and guidance are available in a number of framework documents CSTF Subject Guides and Mapping Tools. The CSTF framework is fully mapped to the NHS Agenda for Change Knowledge and Skills Framework (KSF). A suite of National Competencies based upon the CSTF has also been added to the NHS Electronic Staff Record (ESR).

The UK Core Skills Training Framework is continually being updated and new training courses are added to reflect current UK legislation and guidance. Other core skills training frameworks are outlined below.

Other Core Skills Frameworks

Other core skills frameworks are offered as guidance and good practice for the development of the current and future workforce. Unlike the Statutory/Mandatory CSTF, there is no formal process for declaring alignment to these other frameworks.

Each framework sets out the core capabilities – the knowledge, skills and behaviours needed – for safe and effective practice. They can be used to commission or design services, education or training, for identifying key skills and knowledge needed, for developing new teams and roles, in recruitment and selection processes, to ensure consistency in training standards and for quality assurance purposes.
